those who "have technical knowledge" are not necessarily anarchists. They're surmounting the firewall just in hopes of bingewatching youtube videos or killing time on Instagram. I'm not very familiar with the political landscape of China, but I seldom see people run counter to the authorities. (They might be underground without me knowing :-P)

A sort of trivial question from a typography nerd: why is the comma counted as part of the URL (the link itself is comma free and works fine)?

China has a population of over 1.3 billion. Those "who follow the rules" might constitute 70% (at a rough, non-official estimate). Do the math, and you'll find why the government has to construct the firewall. Yeah, just in an effort to prevent the people from widening their horizons via the Internet. China Intranet is what they are endeavoring to build instead.
